Fix default view value.

This *should* finish off the Module -> Queue conversion, including in
the SQL. Needs to be tested and ironed out before being ported to
dev.horde.org and marked done, though.

Use Queue instead of Module. Database fields have not been
touched. I've tested this, but it's also possible that some forms may
need to be tweaked to work, and that the UI may still say "module" in
some places.

Remove language prefs from the remaining apps.

Themes have been move to Horde long ago, remove them from the group
descriptons too.

Add a preference for displaying comments in reverse order.

Remove duplicate theme preferences - confusing to have these in
multiple places (and hard to keep up to date).

Cleanups, and ticket search results are now fully sortable and a user preference.

remove ending tags (?>) in conf files - not needed, causes lots of confusion.

Remove the standard values for the language preference in favour of the
global "fall back language" in lang.php.

Add basic gettext framework. Far from complete as is Whups.
