I can't figure out why we needed to load all of the html.php files on every
single page load just to get the theme name to pass to Horde::stylesheetLink().
This rearranges stylesheetLink() to make a bit more sense and to not need
the $theme parameter unless you want to override it.

Use the new Util:: class.

consistently use bodyClass, not bodyStyle.

Use Horde::nonInputVar()

Clean up the open_compose_win() mess.

Horde::includeScriptFiles() *may* have to be added to some other
common-header.inc's, but that should be all.

The configuration array is now simply $conf. Any settings that must be
accessible unchanged (not overridden) should be put into $conf['horde'].
Everything else is fair game for applications to override.

Modernize a large portion of Turba. Lots of work left to do, but this is a start
on a bunch of things.

Also, I nuked manage.php - it really didn't have a purpose, and I didn't see one for
it any time soon.

This _shouldn't_ have broken anything that was previously working (once you update
your conf files), but let me know if it did.

correct syntax for css.php is app=<name>, not module=<name>

cleanup, modernization, etc for Turba. No real new functionality, but some
search kinks (adding an empty row when there were no search results) are
ironed out.
