Give mirrors its own dir, I intend to add directions for mirror sites
shortly. mirrors.php is still present to redirect to the new location. |

Massive run over the web tree.
- discontinue use of constants for $toolbar_mode. no reason, and has
potential to break mirrors
- get rid of $subsite variable, which was never used anywhere
- start of skeleton sites for gollem, nic, and mimp.
- other cleanups to files as I touched them |

Converting hordeweb from .php3 to .php. I think I've gotten everything
