Massive run over the web tree.
- discontinue use of constants for $toolbar_mode. no reason, and has
potential to break mirrors
- get rid of $subsite variable, which was never used anywhere
- start of skeleton sites for gollem, nic, and mimp.
- other cleanups to files as I touched them |

Most of this commit is making sure that include paths have './' prepended
to them if they refer to files in the same directory, so that things work if '.'
isn't in the include path.
Also, cleaned up some other style stuff like removing parens from around
include statements, spacing, etc.
Fixed a few links to point to /source, not /cvs.
Other random touchups to the site - removed some unused modules from
lists, revamped descriptions of others. |

Converting hordeweb from .php3 to .php. I think I've gotten everything
here, but some .php3 references may have slipped through. |

cjh: lots more updates and cleanups to the site. I've tweaked colors, added
a new horde banner graphic, tweaked some fonts and font weights, etc.
Hopefully the site will update soon... |
