Adding a new configuration directive: $ftp_base.  It should point to the
base of the FTP distribution site.  This will allow mirror sites to direct
thier visitors to their own FTP mirror.

Here we go. Lots of changes to the Horde website.

1. Everything I tested is xhtml compliant. Please try and keep this
up, and also spot-check pages when you're bored.

2. The main page is now shorter and (hopefully) more useful. It has
space to highlight things that are currently going on/new releases/
etc.

3. Lots of other tweaks to pages in terms of style, colors, etc.

Look it over, fix any mistakes you find, comment, etc. And new
content is always great. =)
