jon: Adding FreeBSD's tagcheck script, written by Peter Wemm

     This script is responsible for regulating the use of the 'cvs tag'
     command.  For now, the only committers authorized to tag the tree as
     'STABLE*' are chuck, mhardy, rkrusty, and mysql.  It will fail if
     someone else tries to tag the tree.

     This is mainly a safety check to prevent accidental tags from being
     made.
